Santa Rosa, 16 March 2016 — Local-level low-emission development projects are being showcased to city governments, during a Good Practice Exchange organized by UN-Habitat and Adelphi and hosted by the City of Santa Rosa.
Held on 16 March 2016, the Good Practice Exchange involves representatives from nine local government units (LGUs) in CALABARZON region, as well as DILG Regional Office of CALABARZON, DENR-EMB Climate Change Division and National Solid Waste Management Council.
The focus of the event is low-emission development projects related to solid waste. Participants will gain insights into the ways LGUs can implement solid waste projects that can contribute to emission targets outlined in the country’s ‘Intended Nationally Determined Contributions’ – submitted to the United Nations in October 2015. The Republic of the Philippines’ submission pledges to cut carbon emissions by 70 per cent by the year 2030.
During the Good Practice Exchange, Senior Environmental Management Specialist, Ma. Delia Valdez, of the National Solid Waste Council will brief LGUs on the INDC and solid waste GHG inventories. Following this, the City of Santa Rosa officials will present low-emission and mitigation projects related to solid waste in their city, as examples of good practices, in particular the city’s centralized composting and charcoal briquetting facilities. The event will include a site visit to the facilities. Other cities will have an opportunity to share their examples through a photography/poster exhibit.
The event aims to provide an opportunity for LGUs to learn from each other, with regards to local climate change action planning for adaptation and mitigation, as well as share insights on how mitigation projects can be enhanced.
The Good Practice Exchange is an activity within the V-LED Project – a three-year endeavour to strengthen vertical policy coordination between national and local level governments, and capacities to mainstream climate change concerns into urban-related policies. This project is being implemented by the United Nations-Human Settlements Programme (UN-Habitat), in partnership with Adelphi research GmbH, with support of the International Climate Initiative of Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMUB).
In the Philippines, many local level governments are complying with their mandates to formulate their comprehensive plans and mainstream local climate change actions into such mandated plans. The project supports local efforts by linking to national programs and policies, and inspiring LGUs to implement mitigation and adaptation projects.
More than 30 participants will attend the event. Information gathered and shared will inform the development of a guide for LGUs to integrate low-emission development projects into local-level planning processes.
