
Developed urban policies for resilience
Through the Building Climate Resiliency through Urban Plans and Design (BCRUPD) Project, DHSUD was also able to draft its Zoning Handbook, a guide for local government units on zoning ordinances and development controls. This guidebook was developed through a series of consultations, ensuring that climate resilience is considered and central to its guidance and principles. BCRUPD also facilitated a writeshop on the Local Shelter Plan, prompting its harmonization and integration into the Comprehensive Land Use Plan.
DHSUD aspires to strengthen the government’s mandate in the management of housing, human settlement, and urban development. The formulation of this handbook is an integral part of fulfilling the mandates of the Department; particularly in the formulation of development controls for urban development, and preparation of development guides for the LGUs. This handbook also aims to mainstream climate change adaptation and mitigation in urban development through development controls.

DHSUD, UN-Habitat collaborate with gov’t agencies, private sector for resilience efforts
Ensuring stakeholder participation for its climate resilience initiatives, DHSUD worked with UN-Habitat Philippines to bring together various government agencies and the private sector in recent workshops for upcoming policy milestones.

Urban Planning and Design for Climate Resilience: A Reference Tool for Planning Actors in the Philippines
Through the BCRUPD project, DHSUD was able to develop this Reference Tool that serves as a resource and guidance for the national government, local government units, and other planning actors involved in sustainable development and in crafting and implementing urban plans and designs. It aims to provide information, approaches, and tools to ensure that climate resilience is considered as a fundamental principle of and basis for local plans and designs.
