  1. Introduction about UN–Habitat

The United Nations Human Settlements Programme, UN-Habitat, is the United Nations agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable communities, towns and cities with the goal of providing adequate shelter for all. In collaboration with governments, UN-Habitat is charged to promote and consolidate collaboration with all partners, including local authorities and private and non-government organizations in the implementation of the Sustainable Development Goals (SDGs), particularly Goal 11, which seeks to make cities and human settlements inclusive, safe, resilient and sustainable.  This is further elaborated in the New Urban Agenda.

By working at all levels and with all relevant stakeholders and partners, UN–Habitat contributes to linking policy development and capacity–building activities with a view to promoting cohesive and mutually reinforcing social, economic and environmental policies in national policies and programmes in urban development and human settlements which conform with international practices and covenants.

UN-Habitat established its country office in the Philippines in 2004 and runs national and city-level programmes.  The UN-Habitat Philippines Country Office (CO) positions itself as a strong policy adviser informed by well-grounded operational experience, harnessing its in-depth local knowledge, global expertise and international network of urban specialists, in the areas of urban planning and design, climate change adaptation and mitigation, urban legislation and governance and urban economy, in post-disaster community-driven recovery, reconstruction and resilience building, and in the climate change, urbanization and sustainable development nexus. The country office partners with national government departments and agencies, local authorities, a wide cross-section of non-governmental organizations (NGOs) and civil society groups, and the private sector. At the policy level, the country office supported the development of the Habitat III country report, the National Urban Development and Housing Framework, guidelines to strengthen the rationalized planning system, Local Shelter Planning and Local Climate Change Action Planning.

 

  1. Project Background and Description

Healthy Oceans and Clean Cities Initiative (HOCCI) Project

The Healthy Oceans and Clean Cities Initiative (HOCCI) project supports local governments and communities in the Philippines reduce marine plastic pollution, in support of the implementation of the National Plan of Action on Marine Litter (NPOAML). The project seeks to address fundamental issues of plastic waste leakages to marine environment at each target city, with different priority activities depending on the local context. Circular economy and 3Rs (reduce, reuse, recycle) approaches will be harnessed to reduce marine plastic waste pollution, as an integral part of an overall solid waste management (SWM) program.

 

  1. Roles and Responsibilities of the Assistant City Coordinator for Legazpi

The Assistant City Coordinator shall be the focal point for all UN-Habitat projects and activities in the city. Under the supervision of the Project Manager, and guided by the project document (ProDoc) and work plans, the Assistant City Coordinator is expected to perform the following duties and responsibilities:

  • On a day-to-day basis, and in close consultation with UN-Habitat’s City Coordinator for Legazpi and Ormoc Cities, ensure that the project plans, activities and target outputs are well communicated to, and consulted with, the City Technical Working Group and other project partners in the city;
  • Coordinate and support the city government to facilitate project activities such as data gathering and validation, meetings, planning workshops, technical charrettes, consultations and trainings, in close consultation with the City Coordinator for Legazpi and Ormoc Cities;
  • Support the communications and coordination work with the project consultants and Manila-based project personnel;
  • Help ensure that the City Technical Working Group is functioning based on the agreed purpose and planned activities;
  • Support in data management and updating, and in the preparation of project progress report at the city level;
  • Specifically for Legazpi City, document the highlights and agreements made during project meetings, planning workshops, learning events and trainings, and in the case of main activities, assist in the preparation of a one-page bullet of activity highlights including a photo, caption and short one-paragraph writeup within one week of the activity or event;
  • Provide focused assistance to Legazpi City counterparts on the preparation and documentation of city profiling and customization and implementation of SWM or MPL-reducing projects;
  • Facilitate capacity building activities in coordination with the city partners and Manila-based project team.
  • Assist in coordinating with concerned government agencies and other institutions at the city and provincial/regional levels to promote and support the overall implementation of the project;
  • Participate in and support the mission activities of the project;
  • Directly report to the National Project Manager; and
  • Perform other city level tasks that may be required by UN-Habitat regional and country offices.

 

  1. Duration of Assignment, Duty Station and Travel

The Contractor will be engaged from 01 June – 30 September 2021.

Duty Station is in Legazpi City. Official travels outside of the city will be covered and arranged by UN-Habitat Philippines.

 

  1. Reporting Arrangements and Coordination

The City Coordinator will work closely with UN-Habitat’s City Coordinator for Legazpi and Ormoc Cities, and will report to the Project Manager.

The salary will be determined according to the qualifications, skills and relevant experience of the selected candidate.

  1. Qualifications / Required skills and experience
Education

 

Bachelor’s degree in urban or environmental planning, environmental management or engineering, social sciences, management or related course. Post-graduate degree is an advantage but not a requirement.
Experience and skills

             

At least 2 years relevant work experience preferably in the areas of solid waste management, urban environmental management, pollution control, or marine litter management.  Alternatively, 4 years work experience in the areas of urban planning, land use and development planning or environmental assessments are considered.       
  Experience working with the City Government of Legazpi on project development, implementation or monitoring.
Language Good communication skills with excellent proficiency in written and spoken English.
