The United Nations Human Settlements Programme, UN-Habitat, is the United Nations agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable communities, towns and cities with the goal of providing adequate shelter for all. In collaboration with governments, UN-Habitat is charged to promote and consolidate collaboration with all partners, including local authorities and private and non-government organizations in the implementation of the Sustainable Development Goals (SDGs), particularly Goal 11, which seeks to make cities and human settlements inclusive, safe, resilient and sustainable.  This is further elaborated in the New Urban Agenda.

By working at all levels and with all relevant stakeholders and partners, UN–Habitat contributes to linking policy development and capacity–building activities with a view to promoting cohesive and mutually reinforcing social, economic and environmental policies in national policies and programmes in urban development and human settlements which conform with international practices and covenants.

UN-Habitat established its country office in the Philippines in 2004 and runs national and city-level programmes.  The UN-Habitat Philippines Country Office (CO) positions itself as a strong policy adviser informed by well-grounded operational experience, harnessing its in-depth local knowledge, global expertise and international network of urban specialists, in the areas of urban planning and design, climate change adaptation and mitigation, urban legislation and governance and urban economy, in postdisaster community-driven recovery, reconstruction and resilience building in Eastern and Western Visayas, and in the climate change, urbanization and sustainable development nexus. The country office partners with national government departments and agencies, local authorities, a wide cross-section of nongovernmental organizations (NGOs) and civil society groups, and the private sector. At the policy level, the country office supported the development of the Habitat III country report, the National Urban Development and Housing Framework, guidelines to strengthen the rationalized planning system, Local Shelter Planning and Local Climate Change Action Planning.



Within the framework of the Country Programme, the HR Associate will provide human resource management  and administrative support through personnel recruitment and development, oversight of the administrative support processes in the agency, representation in UN system working groups like the Operations Management Team (OMT) and the security system as the security focal point.


3.        TRAVEL

The HR Associate will be based in Manila, with travel to project offices, as necessary.



Under the overall supervision of the Finance and Administrative Officer, the HR Associate shall be responsible for the following:

Recruitment and Human Resource Development

  • Conduct local and international recruitment processes in a timely manner and according to UN-Habitat recruitment policies;
  • Prepare and monitor the recruitment plan according to Country Programme workplan and priorities;
  • Contribute to the improvement of the current recruitment system and the maintenance of standards, skills inventory, interview procedures and protocols;
  • Develop an HR management system to make sure the records are maintained in accordance with Projects SOP and UN-Habitat HR file checklist;
  • Design, plan, monitor and provide induction and orientation program and briefing to new staff members/personnel;
  • Liaise with UNDP and other UN agencies, when appropriate, to ensure implementation of HR policies and processes according to UN standards;
  • Perform other functions and duties as required.


Administration and Procurement

  • Oversee and coordinate all travel-related functions, ensuring that they are carried out in a timely manner in accordance with UN-Habitat SOPs;
  • Supervise the administration and logistics support provided to staff members such as visa processing and the like;
  • Liaise with UNDP and other UN agencies, when appropriate, to ensure implementation of administrative systems are consistent with UN wide rules and regulations (SSAFE, UN Training, etc)
  • Serve as the Security Focal Point for the agency;
  • Represent the agency in the Operations Management Team (OMT) of the UN system in the Philippines;
  • Perform other functions and duties as required.




The salary will be determined according to the qualifications, skills and relevant experience of the selected candidate.




Education University degree in Human Resources Management, Public Administration, Business Management, Social Science or other fields relevant to the above duties.
Experience and skills •       A minimum of 6 experience in HR management and project administration in development-related work within governmental, multilateral, bilateral or Civil Society Organization-setting and within a multicultural environment.

•       Previous work in international project management is an advantage

•       Demonstrated expertise, knowledge and understanding in project / programme implementation, with focus on the HR and administrative components

•       Broad experience in providing back-office support

•       Experience in working at the sub-national and local levels

•       Demonstrated knowledge of relevant office software programmes (notably Word, Excel and PowerPoint)

Language Requirements Fluency in both written and spoken English
