FUNCTIONAL TITLE: Urban Planner for Climate Change
PROJECT REFERENCE Building Climate Resiliency through Urban Plans and Designs

CONTRACT MODALITY Local Individual Contractor (LICA, full-time)
DURATION 1 August 2018 to 31 December 2018, extendable depending on funding availability and performance



  • Promote and innovate climate change actions to both national and local levels in areas of urban planning and design
  • Directly support the implementation of project activities based on the agreed project strategies and work plan in a consultative manner
  • Support resource mobilization activities and promote UN-Habitat’s mandate and capacity as a strategic partner in pursuing sustainable urban development and resiliency
  • Ensure that the project strategies and activities are coherent and contributing to the overall Country Program of the Philippines such as SDG 11 and the Philippines’ New Urban Agenda
  • Provide technical advise on how to integrate climate change adaptations in the prioritization and development of urban design projects at the city level
  • Act as the national consultant and resource person in the enhancement or updating of Local Climate Change Action Plans (LCCAPs) of BCRUPD partner cities
  • Provide technical support in mainstreaming climate change (climate resilient urban plans and designs) to national urban policy dialogues, national partners’ tools and supplemental guide enhancement particularly the Comprehensive Land Use Plan of the Housing and Land Use Regulatory Board (HLURB) and the Comprehensive Development Plan of the Department of Interior and Local Government (DILG)
  • Work closely with the project team particularly the Project Coordinator and Training Officer and formulate the capacity development plan for the national partner agencies
  • Coordinate with the City Coordinators and other consultants in delivering the activities and outputs




Advanced university degree (Master’s degree or equivalent) in Urban Planning, Environmental Planning or related disciplines.

Experience and skills:

  • A minimum of five (5) years’ work experience in urban planning or environmental planning and land use planning
  • Handled or managed multi-year projects on climate change and urban planning issues
  • Must be familiar with city and municipal planning processes
  • With experience on developing normative and policy papers, and development of capacity building plans relative to sustainable urban development and climate resiliency
  • Familiarity with climate change and urbanization issues in the Philippines
  • With involvement in mainstreaming climate change issues into national policies and strategies
  • Served as a resource person in areas of climate adaptation, urban planning, DRR and public policy development
  • With experience on land use planning and local climate change action planning
  • Mature approach, good communication skills, interpersonal management, and proficient in written and spoken English.
