SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED WORK:

  • Prepare the complete writeshop/workshop design;
  • Prepare writeshops/workshops guides;
  • Facilitate the actual conduct of the writeshops/workshops in the five (5) cities of Angeles, Cagayan De Oro, Legazpi, Ormoc and Tagum and provide guidance to participants in finalizing the expected deliverables from the writeshops/workshops;
  • Prepare Post-training reports; and
  • Provide technical and content editing of the draft Local Climate Change Action Plans of Angeles, Cagayan De Oro, Legazpi, Ormoc and Tagum cities.

DESIRED QUALIFICATIONS:

  • Preferably an advanced university degree (masters or equivalent) in Communication, Journalism, or other relevant field.
  • Minimum five (5) years of experience as lead trainer, coach, and mentor on climate change related issues.
  • Prior demonstrated experience in designing and conducting a writing workshop for non-technical audience.
  • Minimum five (5) years of working experience in climate change or environmental planning and management and capacity building.
  • Familiar with climate change action plan concepts and processes.
  • Has experience working with international organizations.
  • Has excellent communication English skills, both written and oral.

DUTIES AND RESPONSIBILITIES:

  • Conduct an assessment of the peace and development issues and concerns of the communities, religious groups, national and local government and other partners and stakeholders;
  • Identify opportunities, challenges and risks in the implementation of the project;
  • Develop strategies, capacity development activities and project concepts to enhance peace and development efforts of the project in close consultation with and with the active participation of the partner communities and project partners;
  • Provide substantive support to and, as appropriate, participate in consultative and inter-agency processes and meetings related to the sustaining peace agenda by offering advice, giving guidance and assisting in developing a consensus;
  • Develop training designs, program and modules, work plans; organize training programs both for UN-Habitat project staff, local government, project partners and communities in relation to peace and development in Marawi;
  • Develop and maintain a network of strategic partners within the local community, with UN agencies, development partners, local institutions, civil society and private sector;
  • Coordinate with staff in other units of the project and contribute to integrated analysis and planning within the team to ensure full consideration and integration of the sustaining peace agenda in the project activities and policy reform agenda;
  • Develop productive and peace-promotive relationships with project partners and donors including reporting and consultations.

Bachelor’s degree in Social Work, Peace and Development, Political Science or other related discipline.

Experience and skills:

  • At least four (4) years experience in peace and development-oriented projects.

  • Establish systems and procedures to support the management, conduct, and monitoring of community mobilization and capacity development activities;
  • Ensure the quality of community mobilization and capacity development activities and that they are internally and externally coordinated with other component units;
  • Provide support for the strengthening of community associations/groups to undertake their own development initiatives, with special emphasis on women;
  • Assist community mobilization team leaders in the preparation of Community Action Plans;
  • Assist the technical team in the conduct of training for local work teams/groups;
  • Develop capacity development activities that target all stakeholders through on-the-job training, awareness-raising activities, knowledge and information sharing, and formal capacity development activities,
  • In collaboration with the KM officer, prepare appropriate monthly and quarterly progress reports to partners, donors, and other stakeholders;

  • Conduct livelihood assessment covering baseline data gathering of economic activities of possible project beneficiaries and partners, skills inventory and environmental scanning of economic activities in the locality;
  • Develop livelihood strategies for the project in consultation with the partner communities and other partners including the identification of best practices and lessons learned from similar livelihood interventions for application in the project;
  • Assist the community beneficiaries in identifying markets, develop products and access markets;
  • In coordination with other project team partners, conduct training and other capacity building activities on livelihood opportunities and projects for partner communities and families;
  • Support resource mobilization for the livelihood strategies and activities of the project;
  • Establish partnerships with relevant government agencies, CSOs, private sector in the project implementation;
  • In collaboration with the project team, provide information on the livelihood component of the project to relevant national and local government, donors, NGOs/CSOs, UN agencies and other stakeholders.

DUTIES AND RESPONSIBILITIES:

  • Develop and implement a communications strategy for the project in Marawi, for multiple levels of engagement and outreach (e.g., local communities, CSOs, LGUs, media)
  • Document expert group meetings, workshops, trainings, forums, consultations and other activities related to planning development and implementation of UN-Habitat programmes and projects in Marawi City;
  • Develop outreach materials and communicate outcomes of various activities by preparing blog entries, press releases, reports, etc.;
  • Maintain and produce original content for online outreach platforms and social media including but not limited to the UN-Habitat website, blogs, Facebook pages/groups etc.;
  • Liaise with media, city information office, and other information focal points for any coverage needed for project events;
  • Collate media clippings and social media and web analytics to monitor reach of content about the project ;
  • Provide technical advice on and support knowledge-sharing activities to maximize events as a means to replicate good practices and lessons learned from the project and programme of UN Habitat in Marawi;
  • Develop creative and innovative ways of knowledge sharing and communicating messages regarding the project like social artistry, placemaking, etc.;

QUALIFICATIONS/SPECIAL SKILLS OR KNOWLEDGE:

Education:

Advanced university degree (Master’s degree or equivalent) in Development Communication, Social Marketing, Journalism, Media Relations or other related field. A first level university degree in combination with relevant experience may be accepted in lieu of the advanced university degree.

Experience and skills:

  • A minimum of two (2) years (if with Master’s degree or equivalent) or eight (8) years (if with first-level university degree) of relevant experience in report writing, communicating project results to donors, partners
  • Minimum of two (2) years experience in the development and implementation of communication strategies in development projects and programmes in the Philippines. Experience working for the UN system is preferred
  • Exhibit key working knowledge of development issues and directions, especially on urban development and shelter; experience in development projects within a post-conflict context will be an asset
  • Have substantial experience and knowledge in information systems and implementation as well as design and documentation of learnings and other activities;
  • Possess transferable skills in knowledge documentation, use, and regeneration
  • Have strong technical and creative writing skills with a full command of English and Filipino (spoken and written) knowledge of the local dialect is highly desirable
  • Possess advanced and publishable writing skills both for different media and target audiences (i.e., press releases, blogs, news article, etc.), demonstrable familiarity with using and posting on social media channels (Facebook, Twitter), and a basic understanding in web content management systems

DUTIES AND RESPONSIBILITIES:

Recruitment and Human Resource Development

  • Conduct local and international recruitment processes in a timely manner and according to UN-Habitat recruitment policies;
  • Prepare and monitor the recruitment plan according to Project/Progamme workplan and priorities;
  • Contribute to the improvement of the current recruitment system and the maintenance of standards, skills inventory, interview procedures and protocols;
  • Develop an HR and Administration information management system to make sure the records are maintained in accordance with Projects SOP and UN-Habitat HR file checklist;
  • Design, plan, monitor and provide induction and orientation program and briefing to new staff members/personnel;
  • Liaise with UNDP and other UN agencies, when appropriate, to ensure implementation of HR policies and processes according to UN standards;

Administration

  • Oversee and coordinate all travel-related functions, ensuring that they are carried out in a timely manner in accordance with the Project and UN-Habitat SOPs;
  • Supervise the administration and logistics support provided to staff members such as visa processing and the like;
  • Liaise with UNDP and other UN agencies, when appropriate, to ensure implementation of administrative systems are consistent with  UN wide rules and regulations (SSAFE, UN Training, etc)
  • Serve as the HR, Admin and Security Focal Point for the agency;
  • Represent the agency in the Operations Management Team (OMT) of the UN system in the Philippines;

DUTIES AND RESPONSIBILITIES:

  • Ensure that all the projects are properly and efficiently managed in close partnership with the concerned local government and the communities in accordance with agreements signed between UN-Habitat and the funding agency;
  • Supervise the Team Community Organizer and Technical Officer to ensure timely delivery of project expected outputs;
  • In coordination with the Project Manager, develop strategies and timely intervention to ensure timely delivery of expected outputs;
  • Lead the team on capacity building activities for construction of houses and community infrastructure on construction quality standards measures and practices;
  • Ensure that capacity development activities will target all stakeholders through on-the-job training, awareness-raising activities, knowledge and information sharing, and formal capacity development activities, particularly in community mobilization;
  • Provide accurate and timely information to the knowledge management officer for project reports, information and communication materials, etc.;
  • Supervise the community organizer and technical supervisor in their day to day activity and conduct regular strategy sessions;
  • Coordinate and network with other humanitarian and development agencies operating in the same barangay/ local government units and/or related areas;
  • Prepare appropriate weekly, monthly, quarterly and other regular progress reports on community mobilization, housing and infrastructure projects, in collaboration with the reporting officer, including visual and other presentation materials as required;

DUTIES AND RESPONSIBILITIES:

  • Lead the development and implementation of standards related to community contracts design implementation, and monitoring and reporting
  • Responsible for project development, engineering design and estimation for all construction and maintenance activities including management, coordination and planning of resources for engineering support in the reconstruction of houses and community infrastructure;
  • Liaise with local and national and agencies to ensure adequate exchange of information and provision of full assistance on engineering and related support matters;
  • Support the Project Manager in managing the technical staff including work distribution, financial recording and reporting, filing, maintenance of price lists and technical data;
  • Provide specialized inputs on the house and training program of the project, specifically on the technical aspect;
  • Report to the Team Leader and closely work together with the team of specialists working under the project;
  • Provide DRR inputs in the training and house design of the project;
  • Provide input to local work teams/groups for construction of houses and community infrastructure on construction quality standards measures and practices;
  • Coordinate with the UN-Habitat team in reviewing of the house plans and training program ;
  • Develop session guides that will be used in coaching/mentoring sessions;
  • Submit activity completion report to the Team Leader following agreed project templates and parameters;

QUALIFICATIONS/SPECIAL SKILLS AND KNOWLEDGE:

Education:

Bachelor’s degree in civil engineering, architecture or related field. Must be a licensed professional.

Experience and skills:

  • Minimum of 2 years experience in infrastructure works and housing rehabilitation/ construction
  • Proven experience in innovative technical responses to mitigate disaster and reduce risks
  • Experience of working with communities and participatory techniques is an important asset
  • Solid experience in community-based development initiatives and interventions
  • Excellent communication and interpersonal skills is essential, as most of the work will be done through a process of consultation at all levels
