Planners’ Forum Integrates Urban Policies

“Planning saves lives and sustains development.” This was emphasized by Chief Executive Officer and Commissioner Christopher Lao of the Housing and Land Use Regulatory Board (HLURB) as he addressed participants to the agency’s Planners’ Forum in Dumaguete City last 19-23 June 2017. Around fifty planners and technical staff of HLURB, responsible for guiding local governments in the formulation of their respective Comprehensive Land Use Plans (CLUPs), participated in the forum which sought to strengthen knowledge sharing on issues of land use planning and development regulations.

The Policy Development Group of the HLURB and UN-Habitat oriented the planners about the National Urban Development and Housing Framework (NUDHF) vision, principles and strategies followed by a roll out planning workshop to ensure that the NUDHF is promoted to all local governments and urban stakeholders in a systematic manner. The event was also an opportunity to thresh out how the NUDHF relates to the New Urban Agenda (NUA), articulated in the country’s submission to the Habitat III in Quito last October 2016, as well as the Philippine Development Plan 2017-2022.

UN-Habitat supported the event as the main partner of HLURB in the review and enhancement of the NUDHF, the country’s overarching policy guide for urban development and housing. UN-Habitat also provided inputs on the challenges and opportunities of climate change in the face of rapid urbanization. UN-Habitat’s support is part of the Dev-Account Project and the Building Climate Resiliency Through Urban Plans and Designs project.
